The  Adult Corrections Facility Replacement Project has been included in ReNew Canada’s 2026 annual Top100 Infrastructure Projects report. The project is being designed and built by PCL/Marco, A Joint Venture (PCL Constructors Canada Inc. and Marco Group) as part of the broader New Avalon Corrections Partners (NACP) consortium, including Plenary Americas and PCL Investments Inc. (Developer and Equity Provider), Johnson Controls Inc. (Service Provider), and Parkin (Prime Architect).

The Top100 report recognizes Canada’s largest and most impactful public infrastructure projects, highlighting initiatives that provide critical services and community value across sectors including healthcare, transportation, energy, utilities, and corrections. Inclusion on the Top100 underscores the significance of the Adult Corrections Facility Replacement Project to Newfoundland and Labrador and the collaborative efforts of the project team in advancing modern, large-scale public infrastructure.

The new facility will replace Her Majesty’s Penitentiary and is designed to support enhanced correctional services, improved safety, and updated environments for both residents and staff. The two-storey, approximately 295,000-square-foot facility will include expanded capacity, dedicated services for female residents, comprehensive health and program spaces, and modern training and wellness areas for correctional officers and support staff.

Early works on the site commenced in 2024, allowing site preparation to proceed ahead of full construction. The project is expected to be completed in fall 2029.
